As per Ethan Marcotte, a responsive design is composed of three distinct parts:
- a flexible grid
- flexible images that work in a flexible context (whether fluid themselves, or perhaps controlled via overflow)
- media queries, the final layer of a responsive design, media queries optimize the design for different viewing contexts, and spot-fix bugs that occur at different resolution ranges

Joomla 2.5 has just arrived including some good stuff like automatic update notifications (for both, Joomla and extensions) and a natural language search engine (part of Joomla core). It also includes (for the first time) multi-database support (for example, you can now run it on SQL Server Express).
